Not hard to guess who the reviewer was.

This is seriously poor behaviour on the part of the reviewer and the editor should have called it out.

I recently sent a paper to a journal I wasn't familiar with but a colleague had mentioned it to me. I cited 8 references - it's a niche field. The editor responded that they would only send it for refereeing if I made the total number of references up to 20 (but with no suggestion that they cited a particular person). I have no idea what benefit it was to the journal to have 20 references. I withdrew the paper anyway.

Yep, editor should really be stepping in there.
